Chemicals including petrochemicals contribute a total annual production of approximately US$ 43 billion, which is equivalent to about 3% of India’s GDP. It is the 12th largest in the world in terms of volume and the third largest in Asia. The chemical industry has a weightage of about 14% in the Index of Industrial Production (IIP) and contributes as much as 14% of the total exports of India.
Over the last decade, this industry has evolved from being a basic chemical producer to a sector that has witnessed many innovations. With investments taking place in R&D, the industry has been registering a significant growth in the knowledge sector, especially in respect of specialty chemicals and fine chemicals, Petroleum, Chemicals & Petrochemicals Investment Regions (PCPIRs) in the country was announced in April, 2007. This is part of the overall strategy to strengthen India’s competitive position in the global chemical industry by providing for all elements of the value chain and mobilizing large investments, both domestic and foreign, to promote India as a global hub for manufacture of chemicals & petrochemicals. It has been envisaged that each PCPIR would be a specifically delineated investment region with an area of around 250 sq kms for planned establishment of manufacturing facilities for domestic and export-led production in petroleum, chemicals and petrochemicals, along with associated services and infrastructure. The Policy stipulated that a minimum of 40% of the PCPIR area, i.e. around 100 sq kms would have to be designated as the processing area.
The PCPIR could, however, include one or more Special Economic Zones, Industrial Parks, Free Trade and Warehousing Zones, Export Oriented Units or Growth Centres duly notified under the relevant legislation or policy. Each PCPIR had to have a refinery or petrochemical feedstock company as an anchor tenant, and the internal infrastructure had to be built and managed by a developer or a group of co-developers, to be selected in a transparent manner. It has also been envisaged that the Government will ensure the availability of external physical infrastructure linkages to each PCPIR including rail, road, port, airport and telecom linkages in a time-bound manner. The PCPIR policy states that the infrastructure to be created or upgraded would be through public private partnerships to the extent feasible. India Chem 2010 will also serve a platform to show case the strength of PCPIRs state to International audience.
