This company is a special purpose vehicle formed for developing the minor port at Gopalpur into an all-weather port. GPL has plans to construct eight stone embankments off the Ganjam coast. Clearance from the MoEF are not yet received.

The port authorities plans to implement the second stage of Phase-I project comprising construction of deep-water direct berthing facility. The financial closure is achieved in this regard. The port authorities had signed a loan agreement with a consortium of 11 banks for a total amount of Rs 848.78 cr.
